Yes of course they are, in the same way objectors are allowed to canvass for objections.  We've had an opinion from a international legal firm that studied our processes and they concluded that there is no reason why councils should not upload and report on the comments from post-app engagement from Your Shout. Indeed they conclude that there is a small JR risk if the council does not take these comments into account.
